Inspections are carried out over the following periods:

  • Industrial and public assembly buildings every 2 years.

    .

  • Residential buildings with more than 4 plants and 20 homes: every 4 years.
  • Other buildings: every 6 years.

2. Initial and periodic inspections of self-lifting cranes and tower cranes according to the provisions of the Royal Decree 836/2003. Periodic inspections are carried out every 2 years after the  commissioning of Tower Cranes or the manufacture of self-lifting cranes.

3. Periodic Inspection of Self-Propelled Mobile Cranes according to the provisions of Royal Decree 837/2003.

Periodic inspections are carried out, depending on the age of the crane, with the following criteria:

  • Cranes up to 6 years old: Every 3 years.
  • Cranes between 6 and 10 years old: Every 2 years.
  • Cranes over 10 years old or which do not possess a date of manufacture: Annually.

4. Initial and periodic inspections of pressure equipment according to the provisions of Royal Decree 2060/2008. Applies to the installation, periodic inspection and modification of equipment with maximum allowable pressure greater than 0.5 bar.

It is composed of the Technical Instructions (ITC).

  • ITC EP-1. Boilers.
  • ITC EP-2. Generating power stations.
  • ITC EP-3. Oil refineries and petrochemical plants.
  • ITC EP-4. Cryogenic tanks.
  • ITC EP-5.Cylinders for self-contained breathing apparatus
  • ITC EP-4. ITC EP-6. Transportable pressure vessels.

Similar to those detailed in the Pressure Equipment Directive categories RD 709/2015. The frequency and agencies involved in inspections are determined by the types and combinations of the fluids involved.

TYPE PERIODIC INSPECTIONS

  • Level A: Inspection Service.
  • Level B: Out of service inspection.
  • Level C: Out of service inspection with pressure test.

Depending on the type of pressure equipment, the frequency of inspections  are determined by the following criteria:

I.Pressure equipment that is included in the regulations and is not in the scope of a specific ITC.

PRESSURE EQUIPMENT

  • Level A: Each 2, 3 or 4 years depending on its category and fluid content.
  • Level B: Each 4, 6 or 8 years depending on its category and fluid content.
  • Level C: Every 12 years. It is not mandatory for the group category and fluid: I-2 and II-2.

PIPELINES

  • Level B: Every 6 or 12 years depending on its category and fluid content.
  • Level C: 12 years for each category and group of fluid: I-1, II-1 and III-1.

II. ITC EP-1. BOILER.

BOILER IN GENERAL

  • Level A:Annually.
  • Level C: Every 6 years.
  • Level B: Every 3 years.

BOILER BLACK LYE RECOVERY

  • Level A: Annually
  • Level C: Every 3 years.

III. ITC EP-2. Generating power stations.

BOILER

  • Level A: Every year.
  • Level C: Every 6 years. or the equivalent in hours of operation within 15 years.
  • Level B: Every 3 years, or the equivalent in hours of operation within 8 years.

CONTAINERS FOR LIQUIDS AND GASES

  • Level A: Each 2, 3 or 4 years depending on its category and fluid content.
  • Level C: Every 12 years. It is not mandatory for the group category and fluid: I-2 and II-2.
  • Level B: Each 4, 6 or 8 years depending on its category and fluid content.

PIPELINES

  • Level B: Every 6 or 12 years depending on its category and fluid content.
  • Level C: 12 years for each category and group of fluid: I-1, II-1 and III-1.

VI. ITC EP-5.Cylinders for self-contained breathing apparatus.

  • Inspection: The centres that refill and inspect cylinders are inspected every 5 years.
  • Review: Installations or systems recharge centres will be reviewed annually.

VII. ITC EP-5. Self-contained breathing equipment cylinders

  • Inspection: Gas refilling centres are inspected every 5 years.
  • Review: Installations or systems recharge centres will be reviewed annually.

5. Initial and periodic inspections Chemical Storage accordance with the provisions of the RD 379/2001, as amended by RD 105/2010.

  • Initial inspections for Commissioning released.
  • Periodic inspections every 5 years.
  • Annual reviews.

6. Inspections Gaseous Fuels facilities as provided in the RD 919/2006.

I. ITC ICG-02. Storage and distribution centers packaging liquefied petroleum gas (LPG).

  • Initial inspection.
  • Periodic inspection every 2 years.

II. ITC ICG-03. Storage facilities for liquefied petroleum gas (LPG) in fixed deposits.

  • Initial inspection.
  • Periodic pressure test every 15 years.

III. ITC ICG-04. Satellite liquefied natural gas (LNG).

  • Initial inspection.
  • Periodic inspection every 5 years.
  • Periodic pressure test every 15 years.

IV. ITC ICG-05. Service stations for gas vehicles.

  • Initial inspection.
  • Periodic inspection every 5 years.

V. ITC ICG-08. Gas appliances

  • Unit verification.

7. The following criteria applies to the periodic  inspection of firefighting equipment, , in accordance with the RD 2267/2004:

  • Every 5 years for installations with low intrinsic risk..
  • Every 3 years for installations with medium intrinsic risk.
  • Every 2 years for systems with high intrinsic risk

8.The following further criteria apply to periodic inspection of refrigeration systems in accordance with the  RD 138/2011,:

  • Every 10 years for level 2 facilities
  • Annually for installations using fluorinated refrigerants in excess of 3000 kg.
  • Every two years for installations using fluorinated refrigerants between 300 kg and 3000 kg
  • Every 5 years for installations using fluorinated refrigerants between 30 kg and 300 kg.

9. Inspections Oil Installations.

1) Inspection of liquid petroleum storage sites in accordance with the  Royal Decree 1562/1998.

  • Regular reviews every 5 years.
  • Periodic inspection of the facilities every 10 years.

Periodic tests:

  • Tests on tanks and  surface pipes
  • Every 10 years (For Tanks Products: Class C and D).
  • Every 5 years (For Tanks Products: Class B) (First tightness test at 10 years of installation).
  • Tightness testing of tanks and buried pipes (only applicable to installations without leak detection system).
  • Visual inspection and thickness measurement every 5 years.

Note.- Facilities with underground tanks without leak detection system, installed prior to enforcement of regulation ITC MI-IP02 (08/09/98):

  • Review every three years with tightness test.
  • Inspections: Every 6 years.

2) Inspection of storage facilities for consumption in the installation itself, according to the provisions of Royal Decree 1523/1999.

  • Regular reviews every 5 years.
  • Periodic inspection of facilities with project every 10 years.

Periodic testing:

  • Surface testing Tanks.
  • Tightness testing Buried single wall tanks without bund, optional:

    • Every 5 years (if performed with product inside the tank).
    • Every 10 years (if done with empty tank, clean, degassed and thickness measurement).

  • Visual inspection and thickness measurement, if required by disrepair.

Testing pipelines:

  • Every 5 years.

Tests repaired tanks:

  • First test the repair and every 10 years following.

3) Inspection of facilities to supply vehicles, according to the provisions of Royal Decree 1523/1999, of October 1, as amended by Royal Decree 2201/1995.

  • Regular reviews every 5 years.
  • Periodic inspection of facilities with project every 10 years.

Periodic testing:

  • Tanks Surface testing: Visual inspection and thickness measurement, if required due to falling into disrepair.
  • Tightness testing Buried single wall tanks without bund, optional:

    • Every 5 years (performed with product inside the tank).
    • Every 10 years (done with empty tank, clean, degassed and thickness measurement).

Testing pipelines:

  • Every 5 years.

Tests repaired tanks:

  • 1º to repair and test every 10 years following.

10. Regulation of Thermal Installations in Buildings.To meet  RD 1027/2007 requirements of energy efficiency and safety in thermal installations in buildings  and to meet the health and welfare  requirements of its occupants

Types of Inspections

  • Initial inspection. To be determined by the competent organ of each ACs.
  • Periodic inspection of energy efficiency (equipment subject to Royal Decree 1027/2007):

    HEAT GENERATORS:

    – Rated thermal power (kW): 20<P<70: Every 5 years.

    – Rated thermal power (kW): P>70: Every 4 to 2 years depending on the type of fuel.

    AIR CONDITIONING:

    – Rated thermal power (kW): 12<P<70 To be determined by the competent body of each region, according to its power and seniority.

    – Rated thermal power (kW): P>70: To be determined by the competent organ of each ACs.

  • Periodic inspection of energy efficiency (equipment prior to Royal Decree 1027/2007):

    GENERATING HEAT to be determined by the competent organ of each ACs.

    AIR CONDITIONING to be determined by the competent organ of each ACs.

  • Inspection of the complete heating system in installations with nominal thermal power: P>20 kW heat or P>12 kW cold. The first of this type to be carried out 15 years after commissioning and subsequently every 15 years.

11. Electrical installations High Voltage

a) High-voltage power lines. Royal Decree 223/2008.

  • Periodic inspection every 3 years of OCA lines less than 30kV rated voltage.

b) Power stations, substations and transformer stations. Technical Conditions and Security Guarantees in Power Plants, Substations and Transformer. Royal Decree 3275/82.

  • OCA periodic inspection every 3 years.

12. Low Voltage Electrical Installations

a) Detailed below are  those facilities defined as needing an initial inspection by OCA:

  • Outdoor lighting installations Pinstalada>5kW.
  • Operating theaters and intervention rooms.
  • Pools Pinstalada>10 kW.
  • Local wet Pinstalada>25 kW.
  • Local risk of fire or explosion class I, except garages<25 seats.
  • Public Places.
  • Industrial facilities Pinstalada>100 kW.

b)  Periodic inspection by OCA:

  • Every 10 years common facilities of residential buildings Pinstalada>100 Kw.
  • Every 5 years the facilities they need initial inspection.
