    Regulatory Inspections

    SCI has had a Regulatory Inspections department for almost two decades. The technical and human resources that form it, as well as the experience accumulated over the years, place us at the forefront of the sector, serving our customers throughout the national territory.

    1. LOW VOLTAGE (NON-INDUSTRIAL)

    1. Low Voltage Electrical Installations (Non Industrial)

    ORDER 9344/2003: of October 1, 2003, of the Minister of Economy and Technological Innovation, establishing the procedure for the processing, commissioning and inspection of non-industrial electrical installations connected to a low voltage supply (BOCM nº 249 of 18/10/2003).

    Scope of application:

    • Electricity generating facilities for own consumption.
    • Non-industrial receiving installations in the following voltage limits:
    a) Alternating current: V≤ 1,000 V.
    b) Direct current: V≤ 1,500 V.

    Necessary technical documentation:

    Installations with Project:

    The technical documentation required to be submitted to the EICI’s is indicated below:

    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Project drafted and signed by a qualified professional and endorsed by its Official Association.
    • Official application form.
    • Five copies of certificate of installation.
    • Five copies of the user information dossier.
    • Two copies of the Construction Management Certificate.
    • Two copies of the Installer’s verification.
    • Two copies of the maintenance contract, if applicable.
    • Two copies of the complementary documentation justifying the deviation of the installation, if applicable.
    Installations without project:

    The technical documentation required to be submitted to the EICI’s is indicated below:

    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Technical report.
    • Official application form.
    • Certificate of Installation.
    • User Information Dossier
    • Justification of the authorization of Low Voltage Installer in force.
    • Two copies of the Installer’s verification.

    2. PRE-SCIENTIFIC INSTALLATIONS

    Petroleum Facilities (Liquid Fuels)

    ORDER 5672/2004, July 8, 2004Order 8638/2002, of October 8, 2002, which modifies Order 8638/2002, of October 8, 2002, which establishes the procedure for the registration of oil installations for consumption at the installation itself and for supply to vehicles, in accordance with the provisions of Decree 38/2002, of February 28, 2002.

    Scope of application:

    • Oil installations for on-site consumption.
    • Oil installations for supplying vehicles.

    Class B products: Hydrocarbons whose flash point is lower than 55ºC: Gasoline, Naphtha, Petroleum, etc…

    Class C products: Hydrocarbons with a flash point between 55º C and 100ºC (both included): Gasoil, fuel oil, diesel, etc…

    Class D products: Hydrocarbons whose flash point is higher than 100ºC: Asphalts, kerosene vaselines and lubricants.

    Exempt installations: The installations indicated in point 34 of ITC MI-IP03 are excluded from the administrative registration procedure, without prejudice to their obligation to comply with the safety standards applicable to them according to the Regulation on Petroleum Installations.

    Consumption in the installation itself:

    Installations with project:

    Class B product:

    • Indoor storage: Q > 300 liters.
    • Outdoor storage: Q > 500 liters.

    Class C or D product:

    • Indoor storage: Q > 3,000 liters.
    • Outdoor storage: Q > 5,000 liters.

    Necessary technical documentation:

    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Technical project of the oil installation, signed by a competent technician and approved by the corresponding Official Association, in accordance with the provisions of ITC MI-IP03.
    • Final Certificate of Work Management by a competent technician, duly endorsed, certifying that the installation complies with ITC MI-IP03 and, if applicable, with the Low Voltage Electrotechnical Regulations.
    • Certificate of manufacture of the tanks.
    • Tightness test certificate of the installation in accordance with the provisions of point 10.1 of ITC MI-IP03.
    • Copy of the Certificate of registration in the Register of oil installation companies (EIP).
    Installations with project:

    Class B product:

    • Indoor storage: 50 ≤ Q ≤ 300 liters.
    • Outdoor storage: 100 ≤ Q ≤ 500 liters.

    Class C or D product:

      • Indoor storage: 1,000 < Q ≤ 3,000 liters.
      • Outdoor storage: 1.000 < Q ≤ 5.000 liters
    Installations with project:

    Class B product:

    • Indoor storage: 50 ≤ Q ≤ 300 liters.
    • Outdoor storage: 100 ≤ Q ≤ 500 liters.

    Class C or D product:

      • Indoor storage: 1,000 < Q ≤ 3,000 liters.
      • Outdoor storage: 1.000 < Q ≤ 5.000 liters

    Necessary technical documentation:

      • Proof of payment of tax to DGIEM.
      • Proof of payment of the EICI Fee.
      • Technical report of the installation according to the format of Annex I of Order 717/2000.
      • Certificate of manufacture of the tanks.

      • Tightness test certificate of the installation
        in accordance with the provisions of point 10.1 of ITC MI-IP03.
      • Copy of the Certificate of registration in the Register of oil installation companies (EIP).
      • Copy of the authorized installer’s license.
    Installations with project:

    Class B product:

    • Indoor storage: Q > 300 liters.
    • Outdoor storage: Q > 500 liters.

    Class C or D product:

      • Indoor storage: Q > 3,000 liters.
      • Outdoor storage: Q > 5,000 liters.

    Supply to vehicles

    Necessary technical documentation:

    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Technical project of the oil installation, signed by a competent technician and endorsed by the corresponding Official Association, in accordance with ITC MI-IP04.
    • Final Certificate of Work Management by a competent technician, duly endorsed, certifying that the installation complies with ITC MI-IP04 and, if applicable, with the Low Voltage Electrotechnical Regulations.
    • Certificate of manufacture of the tanks.
    • In the case of buried installations, pipe resistance and watertightness test certificate in accordance with the provisions of point 12.2 of ITC MI-IP04.
    • Copy of the Certificate of registration in the Register of oil installation companies (EIP).
    • List of owner-owned vehicles to be supplied from the facility.
    • If necessary, due to the characteristics of the installation, the electrical installation bulletin, as well as a copy of the
    • Certificate of Business Qualification of the electrician installer.
    Installations without project:

    Class B product:

    • Indoor storage: Q ≤ 300 liters.
    • Outdoor storage: Q ≤ 500 liters.

    Class C or D product:

      • Indoor storage: Q ≤ 3,000 liters.
      • Outdoor storage: Q ≤ 5.000 liters

    Necessary technical documentation:

    • Proof of payment of tax to DGIEM.
    • Technical report of the installation according to the format of Annex II of Order 717/2000, of February 10, 2000.
    • Certificate of manufacture of the tanks.
    • In case of buried installations, pipe resistance and watertightness test certificate in accordance with the provisions of point 12.2 of ITC MI-IP04.
    • Copy of the Certificate of registration in the Register of oil installation companies (EIP).
    • Stamped and signed list of owner-owned vehicles to be supplied from the facility.
    • Copy of the Certificate of registration in the Register of oil installation companies (EIP).
    • List of owner-owned vehicles to be supplied from the facility.
    • If necessary, due to the characteristics of the installation, the electrical installation bulletin, as well as a copy of the Business Qualification Certificate of the electrical installer.
    • Certificate of Business Qualification of the electrician installer.

    3. FIRE PROTECTION (INDUSTRIAL)

    3. Fire safety in industrial establishments.

    ORDER 3619/2005, of June 24, 2005, of the Regional Ministry of Economy and Technological Innovation, establishing the procedure for the Registration of Fire Prevention and Extinction Installations.

    Scope of application:

    • a) Industrial establishments of low intrinsic risk and with a constructed area of less than 250 square meters.
    • b) Industrial activities, artisan workshops and similar with fire load not exceeding 10 Mcal/m2 (42MJ/m2) and useful area not exceeding 60 square meters.
    • c) Refurbished fire areas of industrial establishments, to which R.D.2267/2004 is applicable, whether mandatory or voluntary, in full or in part, with a low intrinsic risk level and useful surface area of less than 250 m2.
    • d) Other industrial establishments.

    Necessary technical documentation:

    Facilities defined in the scope of application types a), b) and c):
    • Proof of payment of the DGIEM tax.
    • Proof of payment of the EICI Fee.
    • Technical report signed by a qualified technician.
    • Certificate in duplicate, signed by a qualified technician, duly endorsed,certifying that the installation complies with the technical report and with the regulatory requirements, in accordance with the provisions of article 5.2 of Royal Decree 2267/2004.

    Note: If the establishment has installations that require to be carried out by an authorized installation company, a copy of the Certificate of registration as a fire protection installation company must be attached.

    Installations defined in the scope of application type d):
      • Proof of payment of tax to DGIEM.
      • Proof of payment of the EICI Fee.
      • Technical project of the fire-fighting installation, signed by a qualified technician and approved by the corresponding Official Association, in accordance with Royal Decree 2267/2004 and Royal Decree 1942/1993.and in the Order of April 16, 1998, which shall include a reference to the materials, apparatus, equipment, systems or components subject to marking in accordance with standards, as well as the class or level of fire resistance of the construction products that require it, in accordance with the provisions of Article 5.2 of Royal Decree 2267/2004.
      • Certificate in duplicate, signed by a qualified technician, duly endorsed, certifying that the installation complies with the project and with the regulatory requirements.

    4. WATER SUPPLIES

    4. Indoor water supply installations

    ORDER 1415/2007, of May 16, 2007, of the Regional Ministry of Economy and Technological Innovation, amending Order 639/2006 of March 22.

    Scope of application:

    • Record of commissioning of indoor water supply installations.

    Necessary technical documentation:

    Installations that do not require a project:
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Application for conformity of indoor water supply installations. Technical summary in a standard EICI model.
    • Certificate of direction and completion of work of interior water supply installation.
    • Pressure test report, in triplicate on a standard EICI model.
    • In those individual installations, for any purpose, with a flow rate higher than 3 liters per second and equal or lower than 6 liters per second, it will be necessary to submit a report with the calculation of the diameters of the pipes of the installation, signed and sealed by the authorized plumbing installation company executing the installation.
    • Copy of the plumbing installation company certificate in force.
    • Certificate of equipment and materials.
    • Certificate of equipment and materials.
    Facilities that need project as required in Annex I of the order 2016-1994 November 11:
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Application for conformity of indoor water supply installations.
    • Technical summary, in a standardized model by the EICI Annex A1.
    • Specific project of the installation, which will be subscribed by a competent technician and endorsed by the corresponding Official Association.
    • Certificate of direction and completion of work of interior water supply installation.
    • Pressure test, in triplicate, in a model standardized by the EICI.
    • Copy of the plumbing installation company certificate in force.
    • Certificate of equipment and materials.

    5. THERMAL INSTALLATIONS

    5. Thermal Installations (Heating and Air Conditioning)

    ORDER 688/2008, February 29, 2008Order 9343/2003, of October 1, 2003, of the Regional Minister of Economy and Technological Innovation, which modifies Order 9343/2003, of October 1, 2003, of the Regional Minister of Economy and Technological Innovation, which establishes the procedure for the registration, commissioning and inspection of non-industrial thermal installations in buildings, in accordance with the provisions of Decree 38/2002, of February 28, 2002.

    Scope of application:

    • Non-industrial Thermal Installations as defined in Order 688/2008 of February 29, 2008.

    Necessary technical documentation:

    Installations (P 70 kW)
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • A copy of the technical project of the installation, in accordance with Royal Decree 1027/2007.
    • Certificate of direction and completion of work of interior water supply installation.
    • Three copies of the Project Registration Application according to the standard form.
    • Certificate of Registration of Installation Company.
    • Three copies of the Certificate of Tests (Installation) according to standardized model signed by the Authorized Installer, the Authorized Installation Company and the Technician author of the Project and Endorsed by the Official College.
    • Authorized installer’s license.
    • Use and Maintenance Manual.

    6. REFRIGERATION INSTALLATIONS

    6. Refrigeration Installations (Industrial Refrigeration)


    ORDER of November 19, 2013,
    of the Regional Ministry of Economy and Finance, which establishes the procedure for the processing, commissioning and inspection of refrigeration facilities.

    Scope of application:

    • Refrigeration Installations of new construction, as well as extensions, modifications and maintenance of these and of the already existing ones.

    Level 1. Installations consisting of one or more refrigeration systems independent of each other with an electrical power installed in the compressors for each system less than or equal to 30 kW provided that the sum total of the electrical power installed in the refrigeration compressors does not exceed 100 kW, or compact equipment of any power, provided that in both cases use high security refrigerants (L1), and that do not cool chambers or sets of chambers of artificial atmosphere of any volume.

    Level 2. Installations consisting of one or more refrigeration systems independent of each other with an electrical power installed in the compressors exceeding 30 kW in any of the systems, or that the total electrical power installed in the refrigeration compressors exceeds 100 kW, or that cool chambers with artificial atmosphere, or that use medium and low safety refrigerants (L2 and L3).

    Technical Documentation Required: Level 2

    • Official application form.
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Project drafted and signed by a qualified professional.
    • Two copies of the construction management certificate, according to the model indicated in the technical instruction IF-10.
    • Two copies of the installation certificate signed by the refrigeration company and the Director of the installation, according to the model indicated in the technical instruction IF-10. Note: In the event that the refrigeration company is operating for the first time in the Community of Madrid and is not registered in the computer application defined in article 9 of the Order of February 17, 2009, it must also provide a document proving that it is duly authorized.
    • Copy of the electrical installation certificate signed by a low voltage installer duly completed.
    • Declarations of conformity of pressure equipment in accordance with Royal Decree 769/1999, of May 7, 1999, and Royal Decree 1495/1991, of October 11, 1991, and, if applicable, of safety or pressure accessories.
    • Maintenance contract with a refrigeration company. Note: In the event that the refrigeration company is operating for the first time in the Community of Madrid and is not registered in the computer application defined in article 9 of the Order of February 17, 2009, it must also provide a document proving that it is duly authorized.
    • Copy of the civil liability insurance policy or other equivalent guarantee, signed by the owner, as provided for in Article 18.d) of the Safety Regulations for Refrigeration Installations, in the case of Level 2 installations using medium and low safety refrigerants (L2 and L3).

    Technical Documentation Required: Level 1

    • Official application form.
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Technical report, according to the official model, signed by a refrigeration installer or by a qualified technician.
    • Two copies of the installation certificate signed by the refrigeration company, according to the model indicated in the technical instruction IF-10. In the event that the refrigeration company is operating for the first time in the Community of Madrid and is not registered in the computer application defined in article 9 of the Order of February 17, 2009, it must also provide a document accrediting that it is duly authorized.
    • Copy of the electrical installation certificate signed by a low voltage installer, duly completed.
    • Declarations of conformity of pressure equipment in accordance with Royal Decree 769/1999 of 7 May 1999 and Royal Decree 1495/1991 of 11 October 1991 and, where appropriate, of safety or pressure accessories.

    7. FIRE PROTECTION (NON-INDUSTRIAL)

    7. Non-Industrial Fire Fighting Installations


    ORDER of March 12, 2014,
    of the Regional Ministry of Economy and Finance, which establishes the procedure for the registration of the commissioning of fire protection installations in non-industrial establishments.

    Scope of application:

    • New installation, extension, modification or reform of existing fire protection installations.

    Excluded from the scope of application are installations corresponding to establishments that fall within the scope of application of the Fire Safety Regulations for Industrial Establishments approved by Royal Decree 2267/2004, of December 3, 2004.

    Necessary technical documentation:

    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Application for conformity of the fire protection installation in duplicate, in accordance with the model approved by the General Directorate with jurisdiction over industry (Format of the Community of Madrid, or ASEICAM pressure test report).
    • Project drafted and signed by a qualified technician or technical report drafted and signed by the technical manager of the installation company authorized in fire protection installations that executes the installations according to the provisions of article 4.
    • Original of the certificate of direction and completion of work according to the model approved by the General Directorate with competence in industrial matters, duly completed and signed.
    • If applicable, duly completed and signed pressure test reports according to the model approved by the Directorate General for Industry.

    8. PRESSURE EQUIPMENT

    8. Pressure Equipment


    ORDER of March 23rd, 2016
    of the Regional Ministry of Economy, Employment and Finance, which establishes the procedure for the commissioning and inspection of pressure equipment installations.

    Scope of application:

    • Commissioning and inspection of pressure equipment installations, extensions or modifications and changes in the location of equipment already installed.

    Necessary technical documentation:

    Installations that do not require a project:
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Two copies of the communication of presentation of the documentation, according to standard form MOD-EP180.
    • Technical report, signed by a company authorised to do so, according to standard model MOD-EP-182 with the Certificate of on-site testing.
    • Two copies of the installation certificate signed by the authorized company, according to the minimum content indicated in Annex IV of the Pressure Equipment Regulation.
    • Declaration of conformity or Certificate of manufacture, as applicable, of the pressure equipment and other elements forming part of the installation, such as safety or pressure accessories, in accordance with the Regulations applicable at the time of their manufacture.
    • List of the identification numbers of the installation and periodic inspection plate(s) of each pressure equipment.
    • Justification of authorized installation company in Pressure Equipment.

    Necessary technical documentation:

    Installations requiring a project as required in Annex II of the REP 2060/2008 Regulation.
    • Proof of payment of tax to DGIEM.
    • Proof of payment of the EICI Fee.
    • Two copies of the communication of presentation of the documentation, according to standard form MOD-EP180.
    • Project drafted and signed by a qualified technician.
    • Two copies of the technical management certificate, with the minimum content indicated in Annex IV of the Pressure Equipment Regulation.
    • Two copies of the installation certificate signed by the authorized pressure equipment installation company (Category EIP-2), and signed by the competent technical manager of the installation company, with the minimum content indicated in Annex IV of the Pressure Equipment Regulation.
    • Declaration of conformity or Certificate of manufacture, as applicable, of the pressure equipment and other elements forming part of the installation, such as safety or pressure accessories, in accordance with the Regulations applicable at the time of their manufacture. (Note: Equipment covered by the third transitory provision may present the certificate of conformity issued by the Inspection Entity).
    • Certificate of on-site testing. Such tests shall be supervised by OC when established by the Regulations or upon voluntary request of the Holder.
    • List of the identification numbers of the installation and periodic inspection plate(s) of each pressure equipment.
    • Justification of authorized installation company in Pressure Equipment.
